I am no expert in police matters, but I have to wonder why did the police expect that they would be able to capture the escaped Pa. prisoner while all the police cars had their police lights blinking all along the perimeter. The police were advertising exactly where they were with all the bright lights……. it seems to me they made it easy to avoid them.
