IF Avalon passes an Ordinance, has many signs made and installed, then WHY are they not enforcing NO DOGS ON THE BEACH? This morning it was like a dog park. No leashes whatsoever. A few weeks ago I saw an elderly man pounced on by a dog and knocked over. That person should sue Avalon for damages, as well as the thoughtless dog owner.
