Concerning the trash along the dunes is due to one person who rents out his place every other weekend and has the tenant put the trash to the curb on Sunday when the pickup day is Wednesday. So between the wind and the wildlife the owners trash ends up on the dunes. Maybe if the city actually fined someone for putting their trash out too early this wouldn't happen.
