I think a regulatory specialist should be hired by the town. This should not be a clerk position but an administrator. Interim Business Administrator has hit on the right approach to running the town. His ideas will only work if competent applicants are interviewed and the best one hired. Go out side the political arena and do a nationwide search. A Municipal Planner with experience is the answer.
