Perhaps the owners of the animal should be required to wear the shock collar so that they receive a shock after a predetermined number of barks, and I say that only partially in jest. I’m all about personal freedom and expression, but when someone tries to make their problem my problem by allowing the effects to impact my life? Not happening. Maybe after all attempts at resolution have failed, a civil suit might be in order.
