Seems there's a lot of confusion and a bit of anger that NJ residents can now carry a concealed handgun. The laws have changed. I'm in the process now. Another set of fingerprints and an additional background and mental health check was performed by the state and FBI. Once you are done with that, you must qualify with your weapon and the instructor will sign off. A judge will then review and issue a card which you must have in your possession while carrying. A few places are off limits but there are certainly NO loopholes or ways around anything in the process. A JUDGE issues it.
