I just read the full WHO Conceptual Zero Draft agreement. I can understand some people's reaction. It does use a communistic equitable approach to future pandemic response and does overreach its stated purpose to include "economic growth, the environment, employment, trade, transport, gender equality, education, social assistance, housing, food insecurity, nutrition and culture". However it is just a working draft and not yet signed. Whether or not it is legally binding depends on if the final draft says "should" or "shall". Read the full text yourself. From the WHO. No tinfoil hat required.
