To the spouter complaining about the town changing the bulk head requirements; two thoughts: 1) perhaps these orders are coming down from the state and the army core of engineers; and 2) if you have a leaky bulkhead either fix it or run the risk of facing a tort lawsuit, there are several already underway I am sure the attorneys would be happy to go after you for negligence too.
