Everyone spouting about code enforcement clearly have no idea how it works. They city can issue fines or do clean ups, trash etc. If the owner refuses to fix up or pay the fines it goes to a tax lien. No one is forced to paint or put on a new roof etc. No one goes to jail over codes. I was in that job for a few months in another county, it's a losing battle.
