Rio Grande is becoming the Kensington of Cape May County. So many desperate people walking around with backpacks and shopping carts with all of their belongings. It's upsetting to see how young these people are, hanging around corners all day, jobless, homeless, just nowhere to go. There are so many great services available but why not a shelter?!!!! NJ is one of the richest states in the US!!!
