To the spouter advising individuals to seek legal counsel over the bulkhead notices, a couple of thoughts: 1) the mayor works as an electrician, not sure how bulk head improvement behooves him financially; 2) I agree that the owners of said bulk heads should seek legal counsel however, not for the reason you allude to. Rather, they should be seeking legal counsel to defend themselves against the tort suits other homeowners will inevitably bring against them for failure to repair their faulty bulkheads.
