Can anyone please explain the difference between a moped and an e-bike ? Both have pedals, both can do up to 25 mph's, but e-bikes are NOT licensed, NOT insured, NO helmet required and NOT any user instruction at all. These new businesses in town should be required to issue helmets and a safety briefer before any of the inexperienced riders get killed.
