The primary duty of the Mayor and Counci is to have a full and complete undertanding of what they are spending money on, why, when, result intended, is the best alternative, and what are the guarantees or warranities? Quesions must be asked, and answered. If it requires multiple responses until the Council is satisified, so be it.
