Why do the weekenders or visitors think it is ok to put out garbage bags instead of putting trash in the trash can? Maybe where they are from garbage is tossed on the street but here it makes a big mess when the gulls rip into it. They should be given a fine and if its a renter than the owner should be given the fine.
