Why does West Cape May have 400 benches along the promenade with very few people sitting on them and North Cape May has very few along the bay, maybe 12 ? If older people come up the path, they can't even sit down for a minute. And if somebody complains about it, they are told there is not enough room . There was enough room originally. So why not now. Who is in charge?
