Let’s not lay all the ills of the beach onto the police and lifeguards. Dogs should not be allowed on the beach from April 1 to November 1. Bad enough the dog owners are letting them on every blade of grass in town. Publish a complaint number on entrance to beach to report smokers. Also ban all tents and huge umbrellas and allow along dune fencing. The number will be a non emergency number and bike police can enforce those rules.
