According to a recent column by attorney Lisa Kerr, Mitch McConnell is not the big bad wolf. Kerr writes that the Constitution gives the authority of “priority recognition” to the presiding officer of the Senate. This allows the presiding officer to recognize any Senator to speak on the Senate floor and thus to bring any bill to the floor for discussion. The presiding officer that the Constitution gives this authority to is the Vice President, not the majority leader. Kamala Harris, not Mitch McConnell.
