We really need to re-think the Summer Flounder minimum catch size since most of the bigger fish are females. It makes way more sense to keep a couple fish in the 15" to 17" range than to keep a 22" fish. Those 15" to 17" fish are probably males and if not then they are immature females. That 22" female is at least 2 years old and is capable of laying thousands of fertilized eggs.
