The Tulsa rally will have nothing to do with November. They can't keep Biden hidden forever .He will have to speak extemporaneously at some point. He's unfortunately so diminished that without a teleprompter and/or a set of prepared remarks he can't deviate from, Trump will destroy him during the debates. How many snippets of the last debates have you seen recently with Hilary besting Trump on anything? One thing is for certain; November is a long time away and both candidates will make plenty of mistakes and missteps. There will also be at least one scandal too.
