Will the city give a 25% refund to the business owners who purchased a 12 month merchantile license and was not allowed to use it for 3 months? How about an additional refund to the hotels and restaurants who paid an extra fee based on number of seats and rooms, which are now vastly limited, with no relief in sight ?
