Which do you think costs more, a lifeguard or a police officer ? Yes, me too, so why would a governor say don't go in the water when there's no life guard on duty because it's not safe, but if you do, you will be arrested. It sounds to me like someone is going to be watching, so why not just have the lifeguards who are normally working this time of the year instead of the police state tactics ?
