Best to just print the money and send out the checks. State and federal bureaucracies can't become user-friendly overnight. Lenders and insurance companies won't suddenly become easy to deal with. It will take years, if ever, to reverse our culture of No Can Do. The dollar is strong, though goodness knows why. Most people are paycheck-to-paycheck, so they'll use the money.
