Someone in Avalon spouted, "Can someone explain to me why the lifeguards told a family standing in 2 inches of water (that went dry as the water receded) as they held their children and were simply having a conversation..?" The fact is that Avalon is a safe beach because it is the most restrictive beach on the coast. Having rules and enforcing them is good, but Avalon is like a dictatorship where beach fun is prohibited.
