Spending 30 years as a seasonal resident in NW, I have seen quite a bit of change in buildings over the years. One item that always stood out was the rush in building condos and town homes during the 1986-90 boom and the 2001-07 boom. Some local developers do not create quality dwellings but the appearance from outside is nice and the amenities are beautiful. Ten years later (or sooner) is when the issues develop long after any warranty expires, so I feel sorry for the buyers. I suggest you stick to builders who have long and good reputations for workmanship.
