Aerial drones are something that certainly require regulation. They can be anything from annoying, to intrusive, to dangerous. On the other hand, they can search higher, faster and further than a human, and at much less expense and risk than a manned aircraft. They can be virtually disposable sets of eyes used in fighting fires, finding lost persons or pets, or assessing risks in a rescue. They can provide an aerial camera for mapping, surveying and even commerce with much less cost than manned aviation. To outright ban drones and taking a zero tolerance position is short-sighted.
