In the article, "Trooper Barracks Need Upgrade," Woodbine State Police are requesting their facility be upgraded to a "level IV" from a "level III" standard. Like most of your readers, I am not a state trooper, so I don't know. What is the difference? Could you please explain what this means? Also what is a "ballistics upgrade?" Does this refer to weapons or ammunition upgrade or does this involve a firing range of some sort? There's a difference between reporting and printing a quote from a meeting.

Moderator's Note: According to Lt. Doug Pearson of the Woodbine Station, the upgrade is protection to the station “much like putting on a better or thicker bulletproof vest.” The project has nothing to do with weapons nor is it range related.
