Isn't it sad the store who owns the shopping carts is subject to fine? If you see someone pushing one off of store property, call the police. It is theft. Why are the stores punished, they are being stolen from? I have seen many walk off with them at several locations in Rio Grande; police cars go by, but don't stop the offenders. If a few get arrested for stealing them the number of incidents might decrease.
