When all the public services are collapsed from Stone Harbor with Avalon, Stone Harbor will become a suburb of Avalon. It will happen. We already have shared services with finance, the judge, dispatching, EMS, fire and schools. Next is one mayor, a restructured police dept. and one council that consists of 10 paid council members. The savings never show up in the budget, but they do in Avalon. It will be efficient and lower taxes. There's only 2,500 full-time residents on the whole island and it's shrinking every year.
