The L.A. Times is reporting that an app is available for anyone making a cell phone video of citizen encounters with police that can be forwarded directly to the local ACLU chapter, as a way to remind cops to consider the fallout from their interactions with the public. If police had better and longer training in these matters, their perception by the public may improve.
