Regarding the spouter telling the individual to file a complaint against an officer who they think may be harassing their kid: Everybody knows that internal affairs investigations are investigated by the officer's peers. Most internal affairs investigations go nowhere. Unless these incidents go public, you are wasting your time fighting that code of honor. This is why people today have a hard time trusting their local police departments. We tried this option and even after a win in Superior court, nothing was ever done to the officer.
