Every municipality is required to submit a Uniform Crime Report (UCR) to the state, who in turn reports to the FBI. This is mandatory, standardized reporting that counts all categories of crime and the related clearance rates. The UCR is used almost universally to judge crime trends and the effectiveness of policing strategies across the nation. It is a much more standardized and comprehensive system than any teacher evaluation.
