In reference to the article "Cape May Fire Chief Sworn In," it's one of the biggest mistakes the mayor has ever made. Coulter was a lieutenant and then promoted to chief, obviously skipping the rank of captain, battalion chief, and deputy chief. He is now the chief of department, but was never in command of a structure fire. Not sure why the writer of the article referenced Coulter as "working his way through the ranks." Guess the writer doesn't understand the hierarchy of the fire service.
