As an owner, you set the occupancy limit by the number of beds, acquire your permit and submit all of that information to a realtor. The realtor then lists the property, noting that number. The renters then rent the property with full knowledge of the occupancy limit. If they choose to bring more than the allotted number, that's on them and not the owner!
