In every beach town, it is illegal to walk in the dunes. In Avalon, every afternoon, the lifeguards walk back into the dune to drop their umbrella, oars and stuff, which means that every morning, the guards tramp back into the dunes to get their stuff. If the public did this there would be an uproar, fines and such. Is the beach patrol exempt from the environmental laws?
