I don't see a problem with Lower Twp. enforcing a proof of residency or property ownership to gain access to the recycling/waste yard. As with a lot of things in our society, over abuse has forced the situation. Don't shoot the messenger; the person that works the booth is simply doing their job to check ID's. If you don't live or pay taxes in Lower Township, go to your own recycling yard or drive your trash back to your state.
