I watched Middle Township Elementary One school buses at afternoon dismissal, pull out from school and head south on Rt 9. Many of these buses had less than five or six, some two to three, children on buses. Buses from this school were nowhere near capacity. This is an inefficient and costly system. There should be an exact accounting of cost per student and vehicle occupancy rate. Who is in charge of this system?
