Cape May Beach

In the last town hall meeting, an ordinance was on the table to select an engineering firm. The mayor, deputy mayor and manager were on board with the vote. It appeared that the third ward official was blind-sided by the aggressive approach to vote on the matter. He questioned the process and voted nay. The second ward official, who votes in line with the mayor and deputy mayor, abstained. The first ward official was not at the meeting. The question from the third ward official was how this firm was selected? My question is what happened to the in-house engineer?
