The council/manager form of government is rather confusing in the context of Lower Twp. If the council is the legislative branch of government who are elected, and the manager is the executive branch, who is un-elected and serves at the pleasure of the elected council, why then are the council members so complacent and appear lost at regular meetings? There are obligations as elected officials to the particular ward and duties at large by the mayor and deputy. It appears that everything is delegated. This may keep their hands from getting dirty, but no way to run town hall.
