Why are the construction vehicles allowed to drive on Route 9 without license plates? There was a front end loader driving south on 9 from Mechanic St. going about 15 MPH. Traffic backed up for over one mile. No one could pass. I was the fifth car and when I was able to get around this vehicle it was by Wal-Mart and the driver was texting on his cell phone. I counted three police cars at different times north on route 9 and they continued on.
