Kinda dumb to say you live in the 300 block of goshen road and "anonymously" spout off. There are only 4 houses on that block, 5 with Ella ave corner house. Anyway you'd probably have much greater luck if you respectfully had a discussion with them as opposed to doing to weak sicking the dogs attempt. Much of that stretch has been there a very long time and values handshakes and neighborly talks, 20 years ago we all swapped sugar, salt, flour, gasoline, whatever we needed the real neighbors had the back of the neighbor in need. Mowed each other's lawns.
