Stop making new rules, no dogs on the boardwalk year round, no backpacks etc. Just enforce the quality of life rules you have in place, no smoking on boards, no dogs, no open containers. This would go a long way to bring back the WW we grew up in. Police probably don't need to give out tickets unless its an egregious violation, just a strong voice from a police officer stating the rules should suffice. If they don't listen, then ticket. PS at 10:00 PM how do you give a ticket to a minor without a valid ID?
