Stone harbor doesn’t charge based on actual water usage. If you use NO WATER during the Winter you are billed the same price as your peak summer usage. Locals love this because they use water all offseason at a rate subsidized by charging property owners even when they use NO WATER. So for you conservationists how about restricting off water usage by CHARGING BASED ON ACTUAL day by day, month by month usage. You use it You pay for it.
