Yes, marshes, swamps and wetlands are all different, but when it comes to define them the DEP does what they want. It takes literally years to do anything around the water, I have also seen money talks. We had to jump thru hoops to replace bulkheads, years later people bought the house next door and a dock was put up all near wetlands. Go figure!
