I'm a philly guy. I agree with villas spouter, phila is done for as a shopping city.the center city I knew is gone because its a tourist city now not a shopping city things change .I don't think it has to do with who's running it?who wants to risk being run down by a wild mob when you could by it online in the saftey of your lounge chair!!
