Maybe the problem with the thinking of California officials is the refusal to admit what they did was wrong to their constituents and the public at large for fear of political embarrassment. I think that’s going to happen anyway ,so why not take a leadership role and get it out of the way as rapidly as possible? Almost everyone knows they had poor policy and displayed little common sense when they diverted water upstate into the pacific to save a little known fish depriving firefighters of the quantity and pressure of water needed to fight these fires. Why should we pay for repeated negligence?
