Can someone please explain the difference between a stand on scooter and a sit down scooter ? Neither have pedals like a moped. Why don't the stand on scooters require a license, registration with the DMV, a plate tag, a helmet and insurance as they both do 25+ mph ? Have witnessed numerous operators flying down Seashore Road, Ocean Drive, and often times on the opposite side of the road. Police issuing tickets will end this motor vehicle hazard.
