Spent Sunday walking around Lafayette street mall area. Saw over fifteen dogs. Also saw cops pass by them and not kick them off. Why put up signs if our cops are not there to stop them. I bet if the cops got a bonus on tickets they would put a stop to it. People just laughed at them.
