The first thing to realize is that Avalon is not really open to merging with Stone Harbor. Second is to realize even that they don’t have the power to vote owners are controlling the council. The property owners association has their hand in everything. Sensible business approach to running the town is what is needed not more voters. It might be time for the state to step in and look at auditing the town finances.
