Why are we separating pension contributions, liability insurance

Stone Harbor - Why are we separating pension contributions, liability insurance and workman’s compensation from the general budget for Utility employees. They are employees of the town assigned to a department. Not independent contractors. The $125 a quarter charge is just another tax on the home owners.
