The costs of compliance with the new state regulations are going to be paid for one way or another -- out of the operating budget or a storm water utility. The utility may offer superior financial options but until the issue has been studied no one knows. That's why a study is important. The Borough, for a change, ought to be guided by facts, not bloviating emotions.
